Skin and eyebrow questions please help?.?

Ok so first I have a bunch of white spots on my cheek? How to get rid? At home please im really broke so any homeade stuff. And for eyebrows..My 12 year old cousin has never waxed but she uses tweezers to pluck them bit the hair grows back really fast? Any ideas to help her?
