How to cover up acne for less than 20 dollars?

i have a 40 dollar makeup budget. so i am going to use 20 on an eyelash curler, tweezer, and mascara. and the other to cover up acne. btw i already cleanse and mousturise my skin, since i saw my derm and he gave me directions on that. i just need to know how to cover it up in the meantime. so i am not sure what is my skin type. my skin is often shiny and oily all over, but it is also flaky and i have those little red dots that aren't acne on my cheeks, which usually mean i have dry skin. but i also have oily and shiny skin so i am not sure if its combo, or oily, or dry. but also my skin has no dry patches. so what i need you to answer is what skin type do i have and how can i cover it up with makeup.
